It began as a voluntary program: its <\/span><a href=\"https:\/\/econetix.net\/blogs\/corsia-compliance-for-airlines-what-you-need-to-know-before-2027\/\"><span data-contrast=\"none\">monitoring, reporting, and verification (MRV) obligations<\/span><\/a><span data-contrast=\"auto\"> have applied to airlines since January 2019, but its offsetting obligations bind only states that choose to participate until the <\/span><a href=\"https:\/\/www.climateimpact.com\/news-insights\/insights\/corsia-explained-what-the-aviation-carbon-scheme-is-and-what-recent-developments-mean-for-the-market\/\"><span data-contrast=\"none\">mandatory phase<\/span><\/a><span data-contrast=\"auto\"> begins in 2027. Even then, offsetting generally <\/span><a href=\"https:\/\/theplanetbrief.com\/carbon\/corsia\/explained\/\"><span data-contrast=\"none\">applies<\/span><\/a><span data-contrast=\"auto\"> only to routes where both the departure and arrival states participate, so a single non-participating state can exempt an <\/span><a href=\"https:\/\/www.southpole.com\/blog\/what-is-corsia-how-does-it-affect-your-airline\"><span data-contrast=\"none\">entire route<\/span><\/a><span data-contrast=\"auto\">. This loophole widens as more countries decline to join, and <\/span><a href=\"https:\/\/www.faa.gov\/media\/67966\"><span data-contrast=\"none\">mandatory participation in 2027<\/span><\/a><span data-contrast=\"auto\"> will not fully close it. States that <\/span><a href=\"https:\/\/carbon-pulse.com\/514462\/\"><span data-contrast=\"none\">prefer alternative<\/span><\/a><span data-contrast=\"auto\"> carbon-offsetting methods can <\/span><a href=\"https:\/\/www.icao.int\/airnavigation\/differences-from-icao-standards\"><span data-contrast=\"none\">file differences<\/span><\/a><span data-contrast=\"auto\"> with the ICAO, stepping back from CORSIA\u2019s standards without officially leaving. Before an airline can use a credit, the host country must <\/span><a href=\"https:\/\/www.regreener.earth\/blog\/buying-corsia-credits-guide\"><span data-contrast=\"none\">authorize it<\/span><\/a><span data-contrast=\"auto\">, and <\/span><a href=\"https:\/\/www.iata.org\/en\/programs\/sustainability\/corsia\/\"><span data-contrast=\"none\">most countries<\/span><\/a><span data-contrast=\"auto\"> have yet to do so. Phase 2, the mandatory phase, makes the carbon credit shortage harder to ignore. Airlines face an estimated <\/span><a href=\"https:\/\/www.iba.aero\/about\/news\/airlines-face-soaring-corsia-costs-as-2027-offset-demand-hits-79mt-reports-iba\/\"><span data-contrast=\"none\">79 million tonnes<\/span><\/a><span data-contrast=\"auto\"> of offsetting obligations in 2027, but <\/span><a href=\"https:\/\/theplanetbrief.com\/carbon\/corsia\/eligible-programmes\/\"><span data-contrast=\"none\">limited programs<\/span><\/a><span data-contrast=\"auto\"> are <\/span><a href=\"https:\/\/www.regreener.earth\/blog\/buying-corsia-credits-guide\"><span data-contrast=\"none\">approved<\/span><\/a><span data-contrast=\"auto\"> to supply Phase 2 credits. Europe could narrow that supply even more, with the European Commission proposing <\/span><a href=\"https:\/\/yieh.com\/en\/News\/european-commission-delays-corsia-implementing-act-adoption-to-q1-2027\/162881\"><span data-contrast=\"none\">tighter eligibility rules<\/span><\/a><span data-contrast=\"auto\"> for carbon emissions. As obligations grow and eligible credits stay scarce, airlines may struggle to buy their way into compliance.
